Lead in ammunition
As you will be aware, the Health and Safety Executive / UK REACH has examined the matter of lead in shotgun and rifle ammunition. This has been the subject of two public consultations. The results of these consultations and the consequential recommendations to Ministers in England, Wales, and Scotland have now been published. The document can be found here.
In summary, the following recommendations to Ministers are:
A restriction on the placing on the market and use of lead shot, with a derogation for use by competitive athletes (as defined). The transition period is suggested to be five years.
Large calibre lead bullets (equal to or greater than 6.17 mm). A restriction is proposed on the placing on the market and use of large calibre lead bullets for live quarry shooting. The transition period is suggested to be three years.
Small calibre lead bullets (less than 6.17 mm). No restriction is proposed at this time on the placing on the market or use of small calibre lead bullets for live quarry shooting
A restriction on the use of lead bullets for outdoor target shooting with a derogation for use at ranges with appropriate risk management measures in place
Air gun ammunition. No restriction is proposed at this time on the placing on the market or use of lead in airgun ammunition
The proposals will have a significant impact on all shooting disciplines and will likely have an effect on the types and use of firearms used for differing sports.
It is important to note that these recommendations are for consideration by Ministers in England and the devolved administrations in Wales and Scotland. They can be subject to change and will have to be subject to parliamentary scrutiny via legislation. There is still a journey to go with respect to this topic, and we have already reached out to policy officials to ascertain their views. We will be emphasising the need for a practical and evidence-based approach to any legislative changes.
In the meantime, whilst the document is some 124 pages long, it is essential to read it as it reflects the actuality and the reasoning for the recommendations.
